Goal outcomes outrank plan details¶
Goal objective and achievement criteria are authoritative over referenced requirements, which in turn outrank the accepted plan's implementation details. Planning and review therefore emphasize observable outcomes and evidence rather than prescribing mechanics; reasonable plan divergence is acceptable when the Goal remains satisfied, while completing every plan step is insufficient when the Goal is not achieved. Achievement criteria remain within the Goal's free-form completion contract and are restated as observable evidence in plans; no separate persisted criteria field is introduced.
